Project Number: p01-01c

Designing an Early Intervention Experiment and Demonstration Approach for the Social Security Administration

Principal Investigators: Monroe Burkowitz and John Burton

Project Type: Core Research

Project Year: 01

Thematic Category: Return to Work

Project Summary:

Under the demonstrations authorized by the Ticket To Work Incentives Improvement Act (TWWIIA), services could be offered to applicants for benefits, a distinct change from the current law and practice where services can be paid for out of trust funds only for beneficiaries.

The researchers discuss the design of an early intervention program under two headings:

  1. Selecting likely eligible applicants to participate in a Return to Work Program.
  2. Developing models that lead to work.

Under the TWWIIA (Public Law 106-70, December 1999), the Social Security Administration is given authority to conduct experiments and demonstrations to test the idea that the return to work records for potential applicants to the Disability Insurance program could be improved by early intervention and the provision of return to work services.
